Where is this? Do you have references for a specific state where this
is?
Here in Florida, the incarcerated are wards of the state. They are not
allowed to get DNA tests unless the governor allows it. There are a
number of death row inmates begging for DNA tests, insisting that it
will exonerate them. The governor will not allow this because it would
imply that we can't trust our court system. Since the government has
established their guilt under the law, it sees no reason to do any
further investigation.
