Oh, I guess that would make sense. :) Still don't know for sure that it

The USA is a patchwork of overlapping jurisdictions, except for that little
bit called Washington, D.C., which has only Federal jurisdiction, if I
understand correctly.

Congress administers it directly, in theory.

Anyway, I'll stop now, since I'm running rather far afield from
extropian matters.
