My idea is this: go out into the middle of the Mojave, and sink very
large iron posts in a square array every 25 feet or so, place parasols
atop each, and securely chain each inmate to his post. The prisoners
are kept just out of reach of each other, so get to converse. A truck
drives by every two days and collects wastes and deposits canned food.
Each inmate in this men-only prison gets three blankets and a waste bucket.

Should be pretty cheap.
