This sounds like an extension of the story heard here in the U.S, or at
least here in Florida. A security consultant in Florida was being
investigated because he warned about this threat long before it
occurred. His contracts with the government were terminated a while ago
and they never implemented his suggestions. The anthrax attacks looked
so similar to what he was warning, that they investigated him under the
theory that he might have been just demonstrating that his theories were
possible. The investigation turned up no evidence of this, however. It
was just a theory.
