There's much to be said for that. And problems that need solution. The
two chief ones are life support and energy. Both need to be solved in a
long term manner. Just remember, though, you can't really count on
those small amounts of distance as a long term protective measure.
 There are already designs for ways of manuvering from earth-orbit to
anywhere that isn't at the bottom of a gravity well in ways that are
very energy efficient. It's just that they require large capital
expenditures to build in the first place.

Also consider how quickly the internet turned from a place where one
could be pretty much left alone by the authorities into a place where
everybody was tagged and tracked through all of their transmissions.
 Within a couple of years after the time that business decided it might
be a profitable place to invade.

What you really need is something on the order of MacroLife. And the
worldlets won't be without their own rules and laws. They just won't
all be the same.
