Sounds a bit like the material I used to write up a future Somalia
for a roleplaying setting:

(OK, it got wrecked in the sequel, and will be uttrely transformed in
the next part of the setting :-)
An interesting issue is whether Somalia is becoming a high-trust
society (which is really necessary for continuing prosperity). Right
now the clans seem to act as trust-builders; I wonder if the
experiences from Somalia could be used in other low-trust societies
to help build the horizontal economy.
