I wonder if this might be a defense against the increasing use of pop-up
and pop-under windows for web advertising. Inexperienced computer users
tend to be confused and frustrated by these increasingly prevalant and
annoying techniques.

I am able to configure my web browser to suppress pop-ups except in
direct response to user clicks. That stops the pop-up ads very well,
while still letting useful windows display. But I don't think most
browsers (i.e. I.E.) have this ability.
