I gathered that. What alarms me is the perverse ingenuity of this proposal.
We may say "Oh there's no immediate prospect of lunar colonisation.." but if
this kind of thing took effect it could cause substantial legal problems for
ventures in that direction. Fortunately I think the Chinese will simply
ignore this kind of stuff.
