  This is probably because , with the huge exception of the non-violent
drug offenders, the prisons are populated with the sort of
violent, borderline retarded curs that shouldn't have made it
out of the womb to begin with, and as society doesn't
presently have the cojones to simply hang them en masse
society has to do the "next best thing".
  The sad thing is the non-violent "offenders" wind up being
raped and abused by the lowest strate of society in there,
and then society heaps derison on them when the understandably
have issues against the groups that were responsible for
giving them AIDS and PTSD whilst gangraping them.
  I have a three word suggestion for these sort of lowlifes...

Kill Them Slowly.

Just as a deterrent of course :)
