Yes and that is pretty much the way it is done today in most countries.
I see the advantage in giving the students the discipline of poverty while
in school. Leave the partying to those students fortunate enough to be
from wealthy families. It fills the poor students with a grim resolve to
succeed and outcompete their wealthy counterparts, and society
benefits in the long run.
Then of course the children of the poor but energetic strivers
go on to college and become disspated wastrels, but that doesnt
happen for a whole nuther generation. {8^D spike
children can go to college and become dissipated wastrels.
