That's usually the trick for doing "permanent" bonding of things like rubber
cement, Duco, etc. There's a glue called E6000 out there that's supposed to be
pretty good and still flexible.
HOWEVER:
That said, Harvey has a real point. Even the honorable old "spirit gum" has
naughty solvents in it. And regarding my earlier comment about tar, coal tar
distillates are virtually all carcinogens/mutagens, and the recommended
solvent for them is hot benzene(!).
