Very true. My statement weren't meant to imply that hackers couldn't
get in. I was talking about who was "allowed" in. Arpanet, Darpanet,
Milnet and the like were not originally supposed to be assessible by the
general public. They were built for military and then later academic
use. It was really controversial when it became officially connected to
commercial ISPs.
