Those who wish to find out the truth of the above statements should use
an Ethernet sniffer to sniff ALL packets coming from their cable modems,
or whatever they use.

My personal experience:

I used tcpdump <URL:http://vvv.it.kth.se/edu/gru/Internet/tcpdump.html>
to dump packets, and I can see all hosts on the external network which the
cable modem connects to.
