I agree if 911 is not an act of war then what is an act of war? military action is a proper response to military action; modern war is not declared and not always waged openly by states -- it is a fact of life which we have to accept

The 'laws of war' govern military action with or without declarations of
war. Is the questioner implying that the military can be held to a lower
standard when there is no war openly declared? Furthermore, there is a declared war. Osama declared war on the US on behalf of al Qaeda.
