Robocams would be a great idea. Post mortems on the Rwanda
massacre commented on how the mass murderers were unwilling
to do much if there was the slightest presence of foreigners.
They weren't willing to do much of anything when press or UN
observers were around. Of course, for actual military operations
you should probably have a time-delay. You could have a trusted
agent supply a public-key encryptation every day, have the
robocam transmit encrypted video, and the release the private
key the next day. One day should be enough for military operations
while providing perfectly reasonable accountability and usable
news data.
