Atrocities by military forces are routine. Their
discovery is rare, and punishment even rarer.
Certainly, for the effective completion of any
legitimate mission, and for the safety of the soldiers
conducting themselves lawfully, there is a case to be
made for secrecy in the conduct of military
activities. I for one want to swarm the planet with
independent internationally-unlimited "all-press"
observer drones. If it inconveniences the military,
so be it. In balance, the world's gonna be a better
place.
