That'd be Brian Stableford. The specific book you're referring to is The
Architects of Emortality, which is the third in the series. The other
three, in order, are The Cassandra Complex, Inherit the Earth, and The
Fountains of Youth. I really hope he continues, Fountains of Youth actually
had an ending that could lead to a direct sequel instead of something off a
few hundred years in the future that vaguely mentions some of the events of
the previous book!
