The National Organization of Rocketry (NAR) and the Tripoli Rocketry
Association (TRA) recently filed a motion for injunction against the ATF.

I've thought about building hybrids from time to time, partly because rubber
is nearly inert until the oxidizer shows up. But if this recent activity is
evidence, not inert enough, maybe.
