While I can sympathize with that guy, in most locales anyone with a photo ID
can purchase high explosives legally and very cheaply (probably cheaper than
his manufactured pipe bombs). Or he could have filled out a short form that
would have allowed him to legally manufacture the stuff. About two thirds
of the legal explosive consumption in the U.S. is private individuals
purchasing it for a wide range of personal applications, and there is far
less red tape than if you were to do something such as purchase a car or buy
a firearm. Most people just assume you can't buy it when in fact just about
anyone can buy a truckload of gel packs if they so desire (and there IS a
wide-range of ordinary applications for which explosives are indispensable).
