Get serious. California can't do that, and isn't even going to try. The
agents attempting to reduce use of Sacramento River/Mono Lake
water are fully aware this will reduce use (as happens in drought
years) and that's part of their goals, even. My claim is literally
true; California does spend lots to use less water, not just to shift
usage around.
