The difficulty arises when the degree of complexity surpasses the ability to
*accurately* pre-analyze issues, in particular, complex social issues. When
mistakes are made (as they always will be) in the pre-analysis, unfortunate
unintended consequences have eventuated.

By outlawing potentially harmful behaviors, we may simultaneously be outlawing
potentially very helpful behaviors. A free and successful society presumes all
citizens are innocent until *proven* otherwise, and that eccentric behavior
can lead to beneficial innovation which contributes to the progress of our
species and accelerates our quest for knowledge.
