I don't believe that's true at all, children are learning machines,
it takes real effort to stop them but government has found a way.
It has taken the human race thousands of years of scientific discovery
and technological advancement to be able to produce a good car but
the ancient Greeks had good schools.

In even the worst slum there is a market for cars and good cars sell better than
bad cars but there is no market in schools, the government has seen to that.
You are told what school to go to so good schools do not grow faster than
bad schools and good teachers do not make more money than bad teachers.
The results are predictable.
