On another matter. Could this boronhydroxide fuel cell be considered a 'primary' energy source? This is the same thing as the 'Photochemical Advance' string, except it seems even more basic.
Mix water and boronhydroxide into this specialized fuel cell, and zoom you can produce electricity for mobility, or power production. The cost would be mining the borax (which I believe is sumptious in abaundance, and the development cost for the cell, it self; the resolution of borax retrieval, etc..
