Absolutely it can! You'll lose on performance, of course. That won't be
tangible to those inside the simulation, however.

Think (physical machine) -> (virtual machine 1) -> ... -> (virtual machine
n) -> (simulation). The simulation might require an extremely rich
environment or substrate, that the original physical machine can't easily
provide.

Note of course that the absolute capabilities of the outermost layer
strictly bound those of all inner layers. In terms of computability, for
example, you cannot do at the inner layers what you cannot do at the
outermost.
