To answer Robert's subject line:
No, I don't think that it is a silly idea. The Kuiper belt is one of
the most unknown/really mysterious regions of the Solar System, well
worth studying.

(the only silly idea is that NASA didn't select the Pluto/Kuiper proposal
which had a dust detector onboard ...)
