correction: Nuclear artillery shells ARE in the inventory, and were kept
in stores in NATO artillery units at least up into the early 1990's.
This was part and parcel to the NATO strategy for dealing with an
agressive Warsaw Pact opponent that outnumbered them in tanks and
artillery by 20 to 1. If the soviets ever invaded, they'd have faced a
constant barrage of tactical nukes all along the Iron Curtain.
