I used war in the legitimate military sense.

The U.S. is going to find it difficult to impossible to find any
sort of coalition support for military action outside of
Afghanistan. Especially if we succeed in popping Bin Laden.

I suspect after this initial open phase, besides diplomacy, it will
go essentially covert, secret agents, double aughts, licensed to
kill.

So in many ways it will resemble the misnamed "war" on drugs.
