I'm reminded of the dog that actually caught a car- "NOW what do I do?"
All that shooting down the plane accomplishes is to somewhat diminish
the distribution of the toxic/bio agent; the cost/benefit ratio of
shooting it down is not as high as we might wish. We need to think more
than one move's depth into the game.
