I disagree. The singularity could easily be made illegal.
Imagine someone brilliant, perhaps Eliezer, goes to his congressman with
a complete plan to use super-AI and nanotech to solve all problems:
house the homeless, clothe the clotheless, feed the foodless. Plus it
incorporates immortality for everyone and ensures near-perfect freedom.
It would end hatred around the world and open up the cosmos to
exploration and colonization. It's not just a vague plan, but a series
of precise blueprints generated from seed AI and cellular automata and
genetic algorithms and is mathematically proven to work. All could be
realized for just a few billion dollars.
But does it include pork for that congressman?
What about the MPAA guy sitting next to the Congressmen? "Hmmm, your
plan, while maybe brilliant, sounds very much like the plot of _Paying
it Forward IV_, an upcoming production of one of our members. I'm afraid
we'll have to confiscate all your plans, computers and notes, and have
you arrested on DMCA/SSSCA charges. The Singularity is a Time/Warner/CNN
property and we own all rights to saving-the-world schemes."
