I think we need to distinguish between tactical disinformation and memetic
disinformation. There's a difference between deliberately leaking
misinformation about the location of your secret military installations to
a spy you discovered but didn't arrest, and airbrushing disgraced persons
out of historical photos.

Tactical disinformation is disinformation with military significance that
affects how the enemy's military goals are carried out, and not
disinformation with moral significance intended to affect the enemy's
goals.
