Yes there will, if the bill doesn't get enforced. And, no matter what
TPTB say, their troops *won't* support an all-out war on US citizens,
or even just a large subset (say, everyone involved in creating new
technologies). Maybe they'll pick on a few show cases...then the
smarter ones will distribute their stuff anonymously, or from
jurisdictions not subject to these regulations.
