Because you shine it down the tailpipes of a very large, very well-behaved
object. You're still hard pressed to heat it to a few kK.
If you have a few gigatons hardware in orbit you might be able to
quantitatively take out unapproved speeding objects, but we're a bit far
removed from lifts to orbit, or self-rep factories on the Moon.
