This jibes with what I remember of my studies long ago. the States got about 10% of the surviving slave transportees.
Many of the rest wound up in such garden spots as Haitian canefields. Like you, I am no apologist for conditions.
As for "the NPV of 40 acres and a mule"--if only that were binding, I'd say "go for it".
