I can't confirm it. Many scholars deny it.
Permit me to comment: A few moments of study, even by someone from another country, ought to reveal: There is an
amendment to the US Constitution (Article 13; for one reputable site/cite, go to
http://www.law.emory.edu/FEDERAL/usconst/amend.html and scroll down) which purports to prohibit [both] slavery [and]
involuntary servitude.
OTOH, there is draft registration and there are a few other loose ends.
Go figure.
