While it appears some publishers have backed off somewhat
(in response to the PLS petitions and my emails and
telephone complaints (yea right)) there is still a
fundamental reluctance on the part of publishers,
even the non-profit "discipline-focused" groups to make
the information available to the public.

Your tax-dollars pay for most of it and it goes into a black
hole (from your perspective). Logical not!
