1) Heavier than air flight does not become more difficult as time progresses,
an effective ABM system does. Nature may be indifferent but it's not malicious
and it's not smart, people are. The enemy will not be sitting on their hands while
you build your system, unlike nature people fight back.
2) In 1903 the Wright brothers did not claim to have the technology to start a
supersonic transatlantic passenger service in 2 years. They did not
demand government money to make it happen either.
