Large ground penetrating bombs filled with conventional explosives can
destroy bunkers hundreds of feet underground. Multi megaton H bombs
can destroy bunkers thousands of feet underground, in this years budget
is money to develop a small ground penetrating nuke of just a few kilotons
able to do the same thing. And there is a limit to how deep you can build
your bunker because things get too hot. The most secure bunker in the world
is the NORAD headquarters built at huge expense inside Cheyenne mountain.
Even in 1963 when it was built they knew it could not survive a direct hit but
missiles were so inaccurate then that was very unlikely to happen, today its
destruction in the first few minutes of war is assumed in any realistic war plan.
Civil defense made sense in the early 50's when A bombs were few and
H bombs nonexistent, today it's pointless, you're just kidding yourself.
