If we are going to talk about solutions, filling up the depression in
the middle of the Sahara desert would be worthy of consideration
as well. There have been proposals to divert one of the rivers in the
southern part of Africa to do this by multiple engineers. This would
create a new, quite large region of cultivatable land.
Worthy of consideration could be building solar powered desalination
plants to use the rising ocean water to do this.
So Spike, you need to add to the calculations the cost of desalinating
large volumes of water (there were recent news items discussing this
as Isreal is planning on building several large plants for this using
the most recent technology) so we can make relative tradeoffs regarding
the value of costal property lost vs. the cost of desalinating and storing
the water. A property tax on those living at altitudes < 100 m is certain
to go a long way towards solutions.
