Wading through a zillion emails piled up during my travels, and I'm sure lots
of folks have already jumped on this one farther down the pile, but since

Which failure are you talking about? If it's California's spastic market
"reforms", PLEASE don't call that deregulation. That was just regulation in
a direction that California's politicians and power policy wonks believed
would get them a free lunch when they conceived of their "reforms" in the
mid-late 90s. What's happened in California since is just one more proof of
TANSTAAFL.
