Force power companies to sell their power plants and
buy electricity on the wholesale market, stop anyone
from building new power plants in California for the last
20 years, deregulate the wholesale price but NOT the
retail price, and surprise surprise you have a problem.
Are you trying to tell me this mess is a failure of the
