This technology would probably work by measuring phase delay
and frequency shift of multipathed signals. Distance and
speed could be calculated from simple formulas for
RF propagation speed and doppler shift.

However, the comment, "disable a mobile phone network without
bombing an entire country," is naive; more logical
defenses would be EMP and standard ECM (electronic
countermeasures) defenses (jamming, returning deceptive
signals, etc.). (I designed the original EA-6B Prowler
ECM human-computer interface in 1969 at Grumman and
did mission and ops analysis in the ELINT area.)
