Google is actually a human voting engine. It keeps track of what you click
on and how fast you come back to try other things. It ups the priority of
things that many people select, while it lowers the priority of things that
many people back out of. Therefore, under each topic, you get what other
people seem to prefer when they use the same keywords you used.

It is a very effective mechanism for capturing human preferences. The
people who visit the site are actually tuning the decisions made by the
machine.
