Sure - *if* someone can build a launch vehicle they can use. The X
Prize contestants are the most likely potential suppliers of this. But
until someone does, ventures like this are pure vaporware, not worth
putting any money into until then IMO (though the number of them does
provide a guaranteed customer base for the X Prize contestants if and
when they do manage to provide production-grade orbiters). It's very
analogous to someone starting an airline and selling tickets but not
actually having or renting any airplanes - except that there are other
airlines that do have airplanes.
