I don't think it's 100% necessary, nor 100% sufficient.
My guess is just that it's more critical than a hard-wired Friendliness goal
system
I think we need to do both, although we differ on the details of the built
in friendly goal system
Someday soon I'll find the time to post something about my version of a
friendly goal system for AI's, but not today, too much more practical work
beckons...
