DOES THE NEW ECONOMY REQUIRE A FREE ECONOMY? -- The 2001 Garvey Fellowship
Contest for College Students

Seldom a day goes by without the press covering a new story about the
information-technology revolution, globalization, and other features of the
"new economy," and government policy. New threats to personal
privacy, lawsuits against high-tech companies like Napster and Microsoft,
reform of immigration policies to accommodate the needs of Silicon Valley
companies, trade talks that include intellectual property protection -- all
are phenomenon that bring new life to old debates about the role of
government in a free society.

Accordingly, The Independent Institute is pleased to announce the topic of
the 2001 Olive W. Garvey Fellowship Contest:
      "Does the new economy require a free economy?"

Since 1974, the Olive W. Garvey Fellowship program has awarded fellowships
to outstanding college students around the world through a competitive essay
contest on the meaning and significance of economic and personal liberty.

Eligibility: Any student 35 years or younger enrolled at a recognized
college or university anywhere in the world. This includes undergraduates,
graduate students, law students, and other students pursuing an advanced
degree.

Length: Essays of not more than 3,000 words (double-spaced typescript).

Deadline: May 1, 2001

Awards: First Prize: $2,500. Second Prize: $1,500. Third Prize: $1,000.
