Not exactly. The given explanation is that thieves/scroungers were
harvesting old copper cables and cut a _fiber_ link by mistake or
malice. The copper wire wasn't "theirs" (SETI's), what was "theirs" was
the fiber. However, some of the copper wire might very well have been
"theirs" or "theirs" (UCB's or LBNL's). Confused yet? I am. :)
