Sounds like the RePet pet-cloning business in the latest
Schwarzenegger film "The 6th Day". In this world, pet
cloning is literally a shopping mall franchise, entirely
uncontroversial save for a plot device involving the viewpoint character's
qualms in using it at one point.

In the same narrative though, human cloning is still
illegal.

The film has some flaws - don't they all? - but I found
myself enjoying it much more than I'd expected.
