Be careful interpreting this official source. The Florida Secretary of
State is a Republican and also the co-chair of Bush's election campaign in
Florida. The Attorney General of Florida (Democrat) has stated that the
ballot is clearly illegal. Quoting officials doesn't seem to help, because
they all are following party lines.

Forida law clearly says that the name must be printed on the left and the
vote indicator box must appear to the right of the name. Most legal
analysts agree that there is no question here. The question of whether this
technicality affected the vote is an entirely different matter.
