Yes Winglee has been granted a paltry 500-thou for his experiments. Kudos to
Scott Zubrin, aerospace engineer, and Mars fanatic, who I feel, came up with
the concept of the Mag Sail-in order to stop intersteller spacecraft (90% the
speed of Light) without using precious fuel to slow down half the way. This,
in order to prevent slamming into the local Star, or crunching a planet, or
zooming right on thru-without even a hello to the locals. Mag sails are
dandy to tool around a solar system (theoretically!) bring joy and fun to
everyone.
