Because there is a distinct legal distinction involved. As I've posted here
before, citizenship is recognised as being conferred at birth. Foreigners here
are treated as 'limited honorary citizens' for legal purposes due to diplomatic
treaties with their countries, because we want our citizens treated that way
when in those countries. There is no diplomatic treaty with any country that
confers citizenship based upon location at the time of conception. The unborn
are not citizens, and have no rights.
